Councillor Servato's speech about the Mayors' agreement againt asbestos.

As we all sadly know several years ago one of the biggest privately owned plants for the manufacturing of asbestos cement was set up in Casale.
In the course of time the firm created economic value manufacturing, giving jobs, establishing a close link with the stakeholders.
Later we learnt that the productive process itself, which had created a huge economic and social value, didn't consider, or didn't want to consider, its own negative externalities.
The value of that production is today set to zero and destroyed due to the consequent collateral damage.
It is patently clear how irresponsibility, unethical and immoral behavior can lead us to environmental, social, economic and sanitary decline.

This case is a circumstance where private costs become public costs in order to correct any kind of situations of decline, but we must be ready to act to the end for what falls within our competence: we have done, we are doing, we will do our bit.

We have to get together and fight, majority and minority, till the decontamination process will be fully accomplished because politics has got the task to improve people's future.

There will come the day when, at least, we will not have to talk about programs of intervention any longer, but we will go on with exporting our experience to let other people realize how dangerous it is to work with asbestos and we will prevent more people in the future from having to face the same problems; should this happen, we would stand by them.

Casale must become a frame of reference for the whole world.

Up to now the municipalities in the Casale territory detected as critical areas by the Ministry of Environmental are 48.

Only through a good coordination, planning, shared activities, we can be effective and efficient in reducing the damage and, above all, in rebuilding.
Much has been done to solve this problem, much will be done, and it will have to be done to the end.
This Administration must pledge in the highest degree to carry out the plan against asbestos and it is imperative, or better, crucial to minimize our exposure to the asbestos fibres: this agreement is a means to do it.

I want to remind you that, in planning these interventions, a monitoring action is also necessary, to verify the pursuit of the objectives step by step and in order to let everyone know, clearly and transparently, what is going on.

Come tutti tristemente sappiamo, parecchi anni fa venne realizzato in Casale uno dei più grandi centri di produzione di fibrocemento da parte di privati.

L’impresa creò nel tempo valore economico producendo, cedendo posti di lavoro, stabilendo uno stretto legame con gli stakeholders, cioè i portatori di interesse, poi si venne a sapere che proprio quel processo produttivo che creò così tanto valore economico e sociale non considerava o non voleva considerare le proprie esternalità negative.
Il valore della produzione viene oggi azzerato e distrutto dai danni collaterali conseguenti.

Risulta essere evidente in modo lampante come l’irresponsabilità, i comportamenti non etici e privi di morale possano portarci al declino ambientale, sociale, economico e sanitario.

Questo caso risulta essere una circostanza in cui i costi privati divengono costi pubblici per sanare situazioni di declino di ogni natura, ma noi dobbiamo essere pronti ad intervenire fino in fondo per le competenze che ci spettano: abbiamo fatto, facciamo e faremo la nostra parte.

Dobbiamo unirci e lottare insieme, maggioranza e minoranza, fino a quando non verrà terminato interamente il processo di bonifica perché la politica ha il compito di migliorare il futuro delle persone. Arriverà il giorno il cui, finalmente, non parleremo più di interventi in programma, ma continueremo ad esportare le nostre esperienze per far comprendere quanto sia pericoloso operare con l’amianto, questo per evitare che altre persone, in futuro, debbano affrontare le stesse problematiche conseguenti e nel caso in cui questo avvenga saremo al loro fianco.

Casale deve essere un punto di riferimento per il Mondo intero.

I comuni circoscritti individuati dal Ministero dell’Ambiente come area critica nel casalese e che devono affrontare questa tipologia di problema risultano essere 48, ad oggi.
Solo attraverso ad una buona coordinazione, alla pianificazione, allo svolgimento di attività condivise possiamo essere efficaci ed efficienti per ridurre celermente i danni, ma soprattutto per costruire nuovamente.

Molto si è fatto per ovviare al problema, molto verrà fatto e si dovrà fare fino in fondo.

L’impegno che deve assumere questa Amministrazione per elaborare ed attuare il piano di azione contro l’amianto deve essere massimo ed è imperativo minimizzare l’esposizione alla fibra di noi tutti, anzi assolutamente indispensabile: questo patto ne è uno strumento.

Ricordo che nella pianificazione di questi interventi è anche indispensabile un’attività di monitoraggio continuo per verificare il perseguimento degli obiettivi, passo dopo passo.

Ne segue la chiarezza e la trasparenza dell’operato nei confronti di tutti.
